Radar and Real effect

and how to install radar (i installed it but it still saying 0 modifications were loaded) :

It states it clearly, after you have downloaded the mod, you just have to replace the specific files from models and effects folder located in your GTA directory, i don't know what the files are called but this is the process I can tell because I'm currently using the mod.
