Chat system 4.0

The fourth version of our chatting system is done.
This update features country chat rooms.

You can now select your language and chat with people who speak the same language as you do.
This allows you to chat freely without language filters interrupting your messages and moderators giving you a mute.

Language selection will be available after registering or by typing /language in the chat.

Currently available foreign languages:
Russian
Spanish
Arabic

I might add more languages in another update.

I expect less people will be using global chat so the anti-spam timer is reduced to 5 seconds.
