Englsih speaking country

Well as most of you already know one of the requirements to join staff is to be from an english speaking country so I wanted to ask is Pakistan counted in this list even though it's mother tongue is Urdu? It has alot of cities that are mordern and speak / understand English.

Please answer in yes or no and why

Ireland
Scotland

I know that there are many other countries that have English as one of their languages but I tend to keep it this way.

Yes I am from Pakistan , that and none of the vip options are available in Pakistan
