This surely isn't advertising, however posting links that do not relate to EpicRow is generally prohibited, thus the reported player had been punished, thank you for reporting.

my friend is already doing an ad outside of epicrow and she eats a 1 hour mute, but I ate a permanent mute?

Posting external links is one thing, advertising MTA servers is another thing.
